ABSTRACT
 The role of the Hindu Religious Counselor is very important to help community understand and strengthen Sradha Bhakti teachings Hinduism. guidance carried out by Counselors must be able invite make Hindus as religious people, because in this case there are many problems for who do not their own customs culture. Based on background, three problem formulations were obtained, namely: 1) How Persuasive Communication Process Badung Regency Consolidating Hindus?; 2) What Public Perception 3) implications persuasive communication instructors Hindus?. 
 theory used research theory, constructive perception mass effect theory. This study uses a qualitative approach. was conducted at Office Ministry Religion Regency. type data collection from primary secondary sources. techniques observation, interviews, documentation, literature study, browsing online materials. findings are: process fostering Aspect Regency, it can divided into several stages follows: planning, organizing, actuating, controlling.
